PASTIC planning to establish National
Digital Archive of Scientific Journals
CONSORTIUM of Scientific Journal Publishers of
Pakistan being created to achieve this objective

KARACHI: In order to promote indigenous Scholarly Contents through development of National Repository of research published in Scientific Journals of Pakistan, Pakistan Scientific and Technological Information Center (PASTIC) Quaid-e-Azam University Islamabad is planning to establish National Digital Archive of Scientific Journals. To accomplish this, a CONSOTTIUM of Scientific Journals of Pakistan is being created. This was disclosed at a meeting which PASTIC had organized at Karachi on January 8th 2022. This project awareness and Consortium launching ceremony was attended by Publishers and Chief Editors of Scientific Journals from all over the Sindh province. Earlier a similar meeting is reported to have been organized in KPK sometime ago.

The meeting was chaired by Dr. Shahid Mahmood Baig Chairman and other officials from PASTIC. In his introductory remarks Prof. Akram Sultan Director General PASTIC said that it was a consultative meeting and a similar meeting was organized at KPK as well. Editors and publishers of scientific journals, he said, are facing lot of problems. Different journals are using different manuscript management systems though Higher Educatin Commission has now asked journals to adopt Open Journal System (OJS). Again different journals are using different versions of OJS and moving from previous version to the latest version also creates some problems. The idea is to learn from each other, discuss our problems and try to ensure that we all have a uniform system. We started publishing Pakistan Science Abstracts in 50s. We will customize the OJS keeping in views the various journal’s requirements and provide this facility.

Dr. Maryam Ibrar Additional Director gave details of Abstracting and Indexing service started by PASTIC in 1957 besides talking about the Vision and Mission of PASTIC. She also discussed the criteria for selection of journals for inclusion in Pakistan Science Abstracts.

Dr. Saifullah Azeem the Project Manager of PSDP which has to be completed by 2023 gave background to this initiative. He also highlighted the problems that we face in Research in Pakistan besides highlighting the reasons why literature from Pakistan is not covered in international indexes and databases. We need to work for standardization of journals. He urged all the publishers, Chief Editors to become a part of this CONSORTIUM. He also offered the journals to help them in archiving their last twenty years contents. At present every journal, he said, has a different Dashboard. If we improve it, it will lead to much better citations thereby improving the Impact Factor of our journals. Prof. Syed Azeem in his presentation gave some suggestions to improve the title of the manuscripts which will be picked up by various search engines used by various databases and Indexes thus increasing the citations from Pakistani.

Unfortunately the meeting started almost one hour late and due to some other commitments I had to leave at 12.30 hence could not participate in the discussion. This initiative will result in National Platform of Scientific Journals Publishers, will provide ICT infrastructure support for journal automation, Financial/Technical support for Digitalization of Journals besides capacity building of Journal Publishers and Scientific Community. This project objectives are as under:

1. Launching of National Consortium of S&T Journals Publishers of Pakistan.
2. To extend free ICT infrastructure, (software/hardware) to journal publishers for journal hosting, maintenance and with complete technical assistance/back up services.
3. Technical/Financial support for scanning and data entry of journals in consortium repository with full text pertaining to the last twenty years.
4. Capacity building of Journal Publishers and scientific community on digital contents development/usage.
5. Federated search of digital repository through single online forum alongwith visualization model to review reports/trends.
6. Networking of Journal publisher’s community through National Forum.
7. Preservation of National Research Content in Full Text Format.
8. National standard for scientific journals repository.
9. Free Journal Hosting, Data import and back up services.
10. Financial assistance for Journal Data Digitalization
11. Capacity building of Publishers/scientific community.
12. Visualization Model to Review Research Trends.
