SHIRAZ (IRAN): Islamic World Science Citation Center (ISC) which was established in 1991 at Shiraz Islamic republic of Iran is one of the largest world databases after ISI Web of Sciences and Google Scholar. Ever since its inception it has been busy in improving and expanding its services besides organizing international conferences of Health Science Journals for editors from Muslim countries. More recently it has organized quite a few virtual workshops for the Editors which covered the subjects of Journal Indexation besides how to enhance journal status in Universal Ranking. One such workshops was organized on May 25th 2021 which was attended by over a dozen participants.

The speakers included Dr. M. Reza Falahi Qadimi Fumani Advisor to the President of ISC, Mr. Javed Hayatdavudi Head of the Dept. of Analysis of Resources and Ms. Fatemeh Khalifeh Head of ISC Dept. of Research and Development. The topics covered included history of ISC, services which ISC offers, the three tier indexation by ISC i.e. primary, waiting list and Core journals and the criteria used for each one of these categories. Introduction to strategies and methods, introduction to DOR, fast XML unloading system etc.

Dr. Mohammad Reza was the first speaker who pointed out that ISC was a regional information center for science and technology which acquires scientific data and do its analysis. It also provided information to users. Data is available in Persian, English, and Arabic languages. It publishes over one hundred journals in Iran. It has a publication committee for books. It regularly issues Journal Citation Reports (JCR). It has facility of Covid visualizer which gives update information about the number of Covid infected cases and death of every country in the world. This data is used by the researchers. We are now also issuing Digital Object Record (DOR) for all the manuscripts published by various journals which are covered by ISC and ask for it. One can also find information regarding Journal Performance Indicators, Science Citation Index. It also has OIC Scientific Performance observatory and details about Islamic World University Ranking. He further pointed out that for example COMSTEC was the leading university in Pakistan which ranks No. 1 but its ranking in ISC was at No. 14. There are two hundred eighty two universities from Pakistan which are covered by ISC, he added. We also have a list of about sixteen hundred predatory journals which is useful for the authors not to get trapped and submit their manuscript to these journals which lack any credibility.

Mr. Javed Hayat presented details about JCR. He discussed in detail the objectives, indexation criteria. ISC, he said, offers various analysis options. Journal indexation is a three tier process which starts with Primary List, Waiting List and Core Journals. There are certain pre-requisites’ for evaluation of the journals which includes that the journal must have an ISSN Number, independent website, must publish at least three issues annually with each issue having at least six articles and publish at least twenty four manuscripts every year. There should be no publication delay, journal must follow standard Referencing method, Editorial Board must have at least seven members with their complete contact information, and full text of papers must be available to the ISC. Moreover the contributions from the Chief Editor and other Editorial Board members should not be more than 10% in any issue. The Journals are reconsidered for evaluation once they fulfill all the above requirements.

The journals included in Primary list are continuously evaluated for the quality of their contents and those found satisfactory are upgraded to Waiting List and those in the Waiting list which fail to show any improvement can also be reverted back to the primary list.

Publishers academic credibility, focused scope, representation of overseas members in the Editorial Board i.e. diversity of Editorial Board, multidisciplinary Editorial Board, academic credibility of the Editorial Board members, online access of the journal and good quality of contents are essential to get the journal covered in Core Journals list. There are hundred marks in all for different criteria and the journals which gets seventy five marks is included in the Core Journals list. For this the journal must attain high level of standard in Waiting list, use updated software system, self-citation rate is also evaluated. All journals in the CORE list are carefully analyzed for scientific contents CORE list journals must focus on updated research topics, authenticity of findings, provide true data, useful discussion, precise reasoning, Some of the reasons for refusal for indexation in ISC includes incomplete information about the journal, Editorial Board Members without geographic diversity, frequency of publication, lack of XML template, lack of diversity of authors, lack of complete contact and absence of publishes in academic ranking.

Ms. Fatemah Khalifeh shared the details regarding DOR (Digital Object Record) which is similar to DOI. Its advantages include low cost as compared to DOI, and it also offers more visibility. Now more and more journals are opting for DOR which is evident from the fact that during the month of April 2021 we issued DOR for twenty one thousand manuscripts published in various journals. Later responding to questions it was pointed out that at present about four thousand journals are indexed by ISC, journals can opt for DOI and DOR number at the same time if economically they find it feasible. ISC wish to cover more and more journals in all the subjects, disciplines form the Islamic World. Some more similar workshops are planned in the future.
